Many sites/owners try to clean the refuse bins themselves. However the Environment Agency advise that:

IT IS AN OFFENCE TO ATTEMPT TO CLEAN ANY REFUSE CONTAINER AND DISPOSE OF THE RESULTING EFFLUENT DOWN THE ROAD GULLIES OR RAINWATER DRAINS. CAUSING POLLUTION IN THIS MANNER COULD LEAD TO A £50,000 FINE AND/OR 6 MONTHS IN PRISON
